Authority and Responsibilities of the Pathum Thani Highway District:
According to the Department of Highways Announcement regarding the structure and organization, authority, operational methods and contact information for requesting information from the Department of Highways, announced on December 26, 2022 (Royal Gazette, page 10, Volume 140, Special Section 19 G, dated January 26, 2023), the Highway District (104 units) has the following authority and responsibilities:
- Plan highway maintenance, highway safety, and small-scale construction projects.
- Survey, inspect, and prepare plans and information on road material sources and initial road conditions.
- Implement highway maintenance, highway safety, and small-scale construction projects.
- Maintain preventative maintenance, adjustment, and minor repairs on machinery, vehicles, tools, and equipment for highway construction and maintenance under responsibility.
- Conduct public participation activities in areas with highway construction, rehabilitation, and maintenance projects.
- Inspect, monitor, and enforce highway laws as assigned.
- Process permits under highway laws as assigned.
- Operate mobile vehicle weigh stations.
- Support and collaborate with provinces and other agencies.
- Collaborate with or support the operations of other relevant agencies or as assigned.
The highway department is divided into three sections: (according to the Department of Highways website)
General Administration Department
- Responsible for document management, finance and accounting, procurement and contracts, information technology, public relations, and community participation in the area.
- Collects, tracks, prepares reports, and provides various information.
- Coordinates with relevant agencies.
Engineering Department
- Develop strategic plans and integrate various plans of the Highway District.
- Study and analyze various data to plan and prioritize highway development, highway maintenance, safety, and construction projects.
- Prepare operational plans for highway development, highway maintenance, safety, and construction projects.
- Inspect and prepare routine maintenance plans and vehicle plans.
- Expedite, monitor, evaluate, and report on project progress to ensure it meets the plan and to improve planning, including proposing solutions to problems.
- Compile data on road material sources and preliminary road conditions.
- Implement safety work related to traffic signals and lighting according to departmental standards, and repair lighting and related equipment in office buildings and residential buildings.
- Carry out safety-related work related to the installation of traffic signs and markings according to the criteria set by the Department.
- Control, supervise, and maintain signs, traffic markings, and other safety equipment to ensure they are in effective working condition.
- Repair office buildings, residences, and related equipment.
- Improve and maintain the landscape in the area of responsibility of the highway district.
- Manage the use of machinery, including repair and maintenance, in accordance with the mission of the highway district.
- Provide support for the mission of the highway maintenance division.
- Expedite, monitor, and evaluate progress according to the plan.
Operations Department
- Plan and implement operational control of road maintenance work to ensure roads are in good condition, convenient, and safe for traffic.
- Plan and control the efficient and appropriate use of machinery, vehicles, tools, and equipment in road work.
- Control construction, road maintenance, and safety work to ensure compliance with contracts, standards, and specifications.
- Inspect, monitor, and enforce highway laws and conduct vehicle weighing operations.
- Implement safety measures within highway areas.
- Control and monitor highway areas, mark highway boundaries, and protect reserved land outside the highway area, including preventing encroachment.
- Inspect, control, monitor, and enforce highway laws as assigned.
- Inspect and control any permit applications.
- Report operational results and statistics as assigned, including reporting floods, accidents, and emergencies occurring on highways.
- Implement projects as assigned.
- Integrate and integrate work with relevant agencies in the area.
- Expedite, monitor, resolve problems, and report operational results.
- Provide opinions and factual reports regarding any operations within highway areas to relevant agencies.
